This Agreement governs your use of the 23ph platform and all gaming services provided through 23ph.asia. Please read these terms carefully before registering or placing any wager. By creating a 23ph account, you confirm that you have read, understood, and agreed to be bound by these Terms & Conditions in their entirety.

These Terms constitute a legally binding agreement between you and 23ph. If you do not agree with any provision of these Terms, you must immediately cease use of the Platform and close your 23ph Account.
Use of the 23ph Platform is strictly restricted to individuals who are twenty-one (21) years of age or older. This age restriction is established by PAGCOR regulations governing online gaming in the Philippines. 23ph reserves the right to request proof of age at any time, and any Account found to have been registered by an individual under 21 years of age will be immediately suspended, all funds will be forfeited, and the matter may be referred to the appropriate Philippine regulatory authorities.
The 23ph Platform is exclusively available to residents of the Republic of the Philippines. Non-residents, including foreign nationals residing outside the Philippines, are not eligible to register or maintain a 23ph Account. Philippine nationals or permanent residents temporarily abroad may be subject to geographic access restrictions and should contact 23ph support for guidance.
Each individual Filipino resident is permitted to maintain one (1) 23ph Account. The registration of multiple accounts by a single individual — whether under the same name, different names, or through proxies — is strictly prohibited and constitutes grounds for permanent suspension of all associated accounts and forfeiture of all balances therein.
The following individuals are not eligible to register or use a 23ph Account regardless of age or residency: (a) persons who have voluntarily self-excluded from 23ph or Philippine online gaming platforms; (b) persons subject to a PAGCOR exclusion order; (c) employees, contractors, and immediate family members of 23ph and its gaming providers; and (d) persons legally incapacitated to enter into binding agreements under Philippine law.
To register a 23ph Account, you must provide a valid Philippine mobile number, create a secure password, and confirm that you meet the eligibility requirements in Section 3. A one-time password (OTP) will be sent to your registered number to verify ownership. Your mobile number serves as your unique account identifier on the 23ph Platform.
In accordance with PAGCOR requirements and the Philippines' Anti-Money Laundering Act (Republic Act No. 9160, as amended), 23ph is required to verify the identity of all Members. KYC verification is triggered upon reaching cumulative deposit thresholds, requesting withdrawals above specified limits, or at 23ph's discretion. Required documents typically include a valid government-issued Philippine ID (passport, driver's license, PhilSys ID, SSS, UMID, or PRC ID) and proof of the payment method used for deposits.
You are solely responsible for maintaining the accuracy of the information associated with your 23ph Account. Material changes — including name changes, mobile number updates, and changes to verified payment methods — must be reported to 23ph support promptly. Providing false or misleading information is grounds for immediate Account suspension.
You are responsible for all activities conducted under your 23ph Account credentials. You must not share your login details with any third party. 23ph support agents will never request your password. If you suspect unauthorized access to your Account, you must notify 23ph immediately via live chat support.
23ph accepts deposits via GCash, Maya (formerly PayMaya), QR Ph-enabled bank transfers, BPI, BDO, Metrobank, and other payment channels as listed on the Platform's Cashier page. All deposits are processed in Philippine Pesos (PHP). 23ph does not accept deposits in foreign currencies, cryptocurrency, or through third-party intermediaries.
The minimum deposit at 23ph is ₱100. Maximum deposit limits apply per transaction and per day, and vary by payment method. Current limits are displayed within the 23ph Cashier interface. 23ph reserves the right to modify deposit limits at any time with reasonable notice to Members.
GCash and Maya deposits are credited to your 23ph Wallet in real time following successful authentication in the respective e-wallet application. Bank transfer deposits are credited upon clearing, which may take 30–60 minutes. 23ph is not responsible for delays caused by third-party payment providers or banking institutions.
By making a deposit, you warrant that the funds deposited originate from a legitimate source and that you are the authorized owner of the payment account used. Deposits from payment accounts registered to third parties are not permitted and may result in Account suspension pending investigation.
Withdrawals of Real Money Funds are available to verified 23ph Members who have completed applicable KYC requirements. Bonus Funds and winnings generated from Bonus Funds are subject to Wagering Requirements and are not eligible for withdrawal until those requirements are satisfied.
Approved withdrawals to GCash and Maya are processed within fifteen (15) minutes. Withdrawals to BPI, BDO, Metrobank, and other bank accounts are processed within 30–60 minutes. Processing times are measured from the moment 23ph approves the withdrawal request, exclusive of any delay caused by the recipient financial institution. Withdrawals are processed 24 hours a day, 7 days a week, including Philippine public holidays.
The minimum withdrawal amount is ₱200. Requests below this threshold will not be processed. Maximum single-transaction withdrawal limits apply and are displayed in the 23ph Cashier interface. High-value withdrawals may be subject to additional identity verification before processing.
Withdrawals will only be processed to payment accounts that have been verified as belonging to the registered 23ph Account holder. 23ph does not process withdrawals to payment accounts in the names of third parties under any circumstances.
All bonuses, free spins, cashback offers, and promotional credits offered by 23ph are subject to specific terms and conditions stated at the time of the promotion. In the event of any conflict between these general Terms and the terms of a specific promotion, the promotion-specific terms shall prevail with respect to that promotion.
Unless otherwise specified in promotion-specific terms, Bonus Funds must be wagered a minimum number of times (the "Wagering Requirement") before any associated winnings can be withdrawn. Wagering Requirements are calculated on the Bonus Funds amount. Only wagers placed on eligible games contribute to the Wagering Requirement — certain games, including some live dealer titles and sports betting markets, may contribute at reduced rates or not at all.
23ph monitors accounts for patterns consistent with bonus abuse, including but not limited to: low-risk hedging strategies designed to fulfill Wagering Requirements with minimal risk, registration of multiple accounts to claim bonuses multiple times, and systematic exploitation of promotional mechanics. Accounts found to be engaging in bonus abuse are subject to bonus cancellation and may face permanent suspension.
All Bonus Funds and associated free spins have an expiry period stated in the applicable promotion terms. Bonus Funds not utilized and Wagering Requirements not completed within the stated period will be forfeited without compensation. 23ph does not restore expired bonuses under any circumstances.
All games available on the 23ph Platform — including live casino games, slot machines, sports betting markets, sabong, bingo, and arcade titles — are governed by game-specific rules displayed within each game interface. In the event of any discrepancy between the game rules and these Terms, the game-specific rules shall govern with respect to gameplay mechanics and payout calculations.
23ph uses certified Random Number Generator (RNG) technology for all non-live game outcomes. RNG software is independently tested and certified. Return-to-Player (RTP) percentages for all slot titles are published on the game information page. 23ph does not manipulate game outcomes and has no influence over the results of individual gaming sessions.
In the event of a technical malfunction that affects a game outcome — including server disconnection, software errors, or data corruption — 23ph reserves the right to void affected game rounds and refund wagered amounts to the Member's Wallet. This is the full extent of 23ph's liability for technical malfunctions during gameplay.
The following conduct is strictly prohibited on the 23ph Platform and constitutes grounds for immediate Account suspension and potential legal action:
23ph reserves the right to recover any funds obtained through prohibited conduct, including by deducting such amounts from the Member's Wallet balance. Suspected criminal conduct will be reported to the appropriate Philippine law enforcement and regulatory authorities.

All content on the 23ph Platform — including but not limited to the 23ph brand name, logo, game interfaces, software, graphics, text, promotional materials, and website design — is the intellectual property of 23ph or its licensed providers and is protected by applicable Philippine and international intellectual property laws.
Members are granted a limited, non-exclusive, non-transferable license to access and use the Platform for personal, non-commercial gaming purposes only. No content from the 23ph Platform may be reproduced, distributed, modified, publicly displayed, or used for commercial purposes without the prior written consent of 23ph.
To the maximum extent permitted under applicable Philippine law, 23ph's liability to any Member in connection with the Platform — whether arising in contract, tort, negligence, breach of statutory duty, or otherwise — shall not exceed the total amount deposited by that Member in the twelve (12) months preceding the event giving rise to the claim.
23ph is not liable for: (a) losses arising from a Member's own gambling decisions; (b) interruptions to Platform availability caused by events outside 23ph's reasonable control, including force majeure events, telecommunications failures, or acts of Philippine regulatory authorities; (c) losses caused by unauthorized access to a Member's Account where the Member failed to maintain adequate security of their credentials; or (d) indirect, consequential, or punitive damages of any kind.
Nothing in these Terms excludes or limits 23ph's liability for fraud, willful misconduct, or any other liability that cannot be excluded under applicable Philippine law.
23ph processes personal data in accordance with the Philippine Data Privacy Act of 2012 (Republic Act No. 10173) and its implementing rules and regulations. The collection, use, storage, and disclosure of your personal data are governed by the 23ph Privacy Policy, which is available at 23ph.asia/privacy-policy and incorporated into these Terms by reference.
By registering a 23ph Account, you consent to the processing of your personal data as described in the Privacy Policy, including for identity verification, fraud prevention, regulatory compliance, and service improvement purposes. You may exercise your data subject rights under the Data Privacy Act by contacting 23ph's Data Protection Officer via the support channel.
23ph reserves the right to suspend or terminate any Member Account at any time, with or without prior notice, where 23ph reasonably believes that: (a) the Member has violated these Terms; (b) continued operation of the Account poses a regulatory compliance, fraud, or money laundering risk; (c) the Member is subject to self-exclusion or a PAGCOR exclusion order; or (d) closure is required to comply with applicable Philippine law or regulatory direction.
Upon termination, Real Money Funds in a Member's Wallet will be returned to the Member's verified payment method after completion of all required verification procedures and deduction of any amounts owed to 23ph. Bonus Funds are forfeited upon Account closure regardless of circumstance.
Members wishing to voluntarily close their 23ph Account may do so by contacting support via live chat. Account closure does not affect any obligations that have accrued prior to the date of closure.
These Terms and Conditions shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law principles. Any dispute arising out of or in connection with these Terms or the use of the 23ph Platform shall first be referred to 23ph's internal dispute resolution process by contacting Member Support.
If a dispute cannot be resolved through 23ph's internal process within thirty (30) days, the matter may be escalated to PAGCOR's Player Protection Division in accordance with applicable Philippine gaming regulations. Members retain the right to seek relief from Philippine courts of competent jurisdiction where internal and regulatory dispute resolution mechanisms have been exhausted.
23ph reserves the right to amend, update, or replace these Terms & Conditions at any time. Material changes will be communicated to Members via the registered mobile number and/or a prominent notice on the 23ph Platform at least seven (7) days before the changes take effect, except where immediate implementation is required to comply with applicable Philippine law or regulatory direction.
Your continued use of the 23ph Platform following the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not accept the revised Terms, you must close your Account before the effective date of the amendment.
